The Chhattisgarh Legislative Assembly (CG), on July 14, 2026, introduced the Chhattisgarh Private Universities (Establishment and Operation) (Amendment) Bill, 2026 to amend the Chhattisgarh Private Universities (Establishment and Operation) Act, 2005. The Bill proposes changes to strengthen the regulatory framework governing private universities in the State.
The Bill introduces the concept of a Regulatory Fund, revises provisions relating to the establishment of universities, infrastructure requirements, endowment fund, and regulatory oversight, and amends provisions concerning university operations, financial safeguards, and compliance with norms prescribed by the University Grants Commission (UGC) or other competent regulatory authorities. It also updates provisions relating to the maintenance and utilisation of the endowment fund and related regulatory requirements.
According to the Statement of Objects and Reasons, the amendments seek to align the State law with UGC recommendations, including revised norms on minimum land requirements for establishing universities and strengthening governance and financial safeguards for private universities. The proposed amendments are intended to improve the regulatory framework while ensuring continuity of academic activities and protection of students' interests.
